The US' House Congressional committee will be reviewing the investigation report of President Donald Trump's impeachment inquiry on Monday setting the stage for charges to be filed.

The White House has said US President Donald Trump and his lawyers will not attend an impeachment hearing in the House of Representatives on Wednesday.

Republicans, meanwhile, wanted Schiff, the chairman who led the inquiry report, to testify before the judiciary committee, though they have no power to compel him to do so, as they joined the White House effort to try to cast the Democratic-led inquiry as skewed against the Republican president.

In his letter, Cipollone accused Nadler, a New York Democrat, of purposely scheduling the hearing so that it will run concurrently with Trump's trip to London for a North Atlantic Treaty Organisation summit.

"This baseless and highly partisan inquiry violates all past historical precedent, basic due process rights, and fundamental fairness", said White House counsel Pat Cipollone, continuing the West Wing's attack on the procedural form of the impeachment proceedings.

Democrats hope to hold debates at the Judiciary Committee with an aim to hold an impeachment vote by the end of this year. Hunter Biden is the son of former vice president and Democratic presidential candidate Joe Biden and a push by Trump for investigations could be seen as inviting a foreign country to dig up dirt on a domestic political rival.

Jerry Nadler (D-N.Y.), the committee's chairman, has asked Collins whether Republicans want to subpoena any witnesses to testify on behalf of Trump.
